For staying budget-neutral, Toast.net was the best option.
For speed, FiOS was clearly the winner.
For practicality, Verizon DSL won out. This is what I went with. We should double our speed, pay $2 less per month, and have everything on one bill. The trick here is that I do not believe that my Earthlink service was giving me full speed. I think that my router was speed capped in some way. So I may get 3x my current speed.
The big deciding factor was making sure that the wife didn't lose phone service, and that the phone kept working during power outages. When I got the DSL, the phone companies screwed up and kept killing my connections. I don't want that this time.
